LONDON, November 27, 2025: Net migration to the United Kingdom dropped sharply to 204,000 in the year to June 2025, according to official figures released by the Office for National Statistics (ONS). The figure represents a fall of nearly two-thirds from the record 906,000 recorded in the year to June 2023, driven by fewer arrivals and a modest increase in the number of people leaving the country. The ONS report showed that total arrivals to the UK declined significantly over the 12-month period, while emigration rose slightly. The shift marks one of the steepest annual decreases in recent years, following a period of unprecedented migration growth linked to post-pandemic labor demand and international student inflows.

Data indicated that a net outflow occurred among both European Union and UK citizens in the year to June 2025. The statistics showed that most UK citizens leaving the country were under the age of 35, reflecting a continued movement of younger workers and professionals abroad. Meanwhile, inflows from EU countries remained below pre-Brexit levels, extending a trend that began after the UK’s departure from the European Union in 2020. The number of non-EU nationals arriving in the UK also fell compared to previous years, particularly among international students and temporary workers. The ONS reported that declines were observed across several major source countries, including India, Nigeria, and China.
These groups had previously contributed substantially to the rise in migration during 2022 and 2023. The data further showed a decline in visa issuances related to education and temporary employment programs. The reduction aligns with earlier administrative changes implemented in 2024 that restricted dependents on student visas and tightened requirements for temporary work categories. These measures coincided with the overall drop in net migration recorded for the period. Despite the decline in total inflows, the ONS data indicated that the UK continues to attract a significant number of skilled workers, particularly in sectors such as healthcare, information technology, and engineering.

The ONS noted that emigration levels have gradually risen since 2023, reflecting the normalizing of global mobility following the lifting of pandemic-related travel restrictions. Government officials said the latest figures confirm that migration levels have returned closer to pre-pandemic norms. The 204,000 figure represents the lowest annual net migration total since 2019. It follows two years of historically high migration that saw population growth driven by international students, humanitarian arrivals, and labor market demand.
