ROME, ITALY / RankWire.AI / – Italy has designated €1.55 billion for 59 water-related infrastructure projects spanning 17 regions as part of its national recovery strategy. The Ministry of Infrastructure and Transport finalized this full allocation in less than four months. The allocated funds aim to upgrade aqueducts, water networks, and associated infrastructure to enhance safety, efficiency, and reliability. This initiative broadens investments in a sector under continuous strain from water losses, droughts, and infrastructure upgrades nationwide.

Southern Italy is set to receive approximately €830 million, representing 53% of the total funds, which surpasses the 40% minimum allocated to southern regions under the recovery plan. Beneficiaries of these projects are expected to contribute roughly €683 million in additional financing alongside public funds. In combination, these contributions push the total program investment beyond €2.2 billion. The projects focus on improvements that promote better water management and reinforce infrastructure supporting communities and economic activities.
The funding is channeled through SFNIISSI, Italy’s national financing tool dedicated to infrastructure investment and water sector security. The government established this instrument in February 2026 under the country’s PNRR recovery framework. Invitalia oversees application processing, grant distribution, and project monitoring based on an agreement signed in April. The fund initially contained €1 billion from NextGenerationEU resources. In August, an additional €576 million was allocated for water projects as part of a broader revision of recovery-plan expenditures.
Funding emphasizes efficiency, safety, and reduction of network losses
Supporting companies and public entities managing water resources across Italy, the water fund offers grants covering up to 90% of eligible expenses for efficiency upgrades and structural safety measures. For projects employing digital technology to cut water losses, financial support can reach 85%. Applications were opened on May 6 and extended beyond the initial deadline, closing on June 8. The program prioritizes infrastructure that enhances water use, network performance, and system resilience.
Italy structured the fund to back projects already identified within national water infrastructure planning and other eligible priority works. The designated resources include funding for aqueducts, distribution networks, and systems aimed at securing water supply. Distribution of funds was completed after assessing applications submitted during the spring funding window. The additional beneficiary financing amplifies the overall investment, resulting in a total exceeding €2.2 billion, combining government funds and project-level co-financing.
Expansion builds on previous PNRR water projects
This recent allocation follows earlier PNRR investments in primary water infrastructure. By July, Italy had completed 48 water systems under another recovery-plan measure, surpassing the target of 45, including 37 classified as complex. Authorities also confirmed the completion of 79 individual interventions executed by 52 implementing bodies. Nearly €1 billion in PNRR funds financed 124 projects covering reservoirs and water-supply systems for drinking, irrigation, and mixed uses nationwide.
Among the 48 systems finished by July, 25 mainly serve irrigation, 20 support drinking water, and three are used for multiple purposes. Italy has also allocated and financed over €6 billion for water-sector interventions through its broader infrastructure framework. The new €1.55 billion allocation adds 59 projects to this national investment effort. With all resources now distributed under the expanded fund, the program has shifted from application and award phases to the implementation of approved water infrastructure projects.
