    Guterres Calls for Overhaul of Global Financial System Amid Debt Challenges

    BISHKEK, KYRGYZSTAN / RankWire.AI / – United Nations Secretary-General António Guterres has emphasized the need for comprehensive reforms to the world’s financial architecture, pointing to the increasing debt burdens faced by emerging economies. His appeal was made during the Shanghai Cooperation Organisation summit held in Bishkek on September 1. Guterres emphasized that the international financial system should be more equitable, include more robust debt management strategies, and involve a wider range of developing nations within key financial institutions.

    Global financial reform takes center stage as developing countries face rising debt burdens.

    He also urged multilateral development banks to enhance their capacities and provide better support to nations seeking development funds. According to Guterres, these organizations must grow in size, improve their effectiveness, and be more daring in addressing financing needs. Additionally, he advocated for reforms within the United Nations and the Bretton Woods institutions, arguing that these should better align with current economic realities and promote greater representation and influence for developing countries.

    Debt continues to be a significant obstacle for many developing nations, with governments facing steep borrowing costs and substantial interest payments. The UN Trade and Development reported that the public debt in developing countries reached approximately $31 trillion in 2024, with net interest payments around $921 billion for that year. The organization also estimated that 3.4 billion people reside in countries that allocate more funds to interest payments than to health or education.

    Debt Pressures Amplify Calls for Reform

    The ongoing discussions on financial reform have centered around debt relief, borrowing costs, and access to affordable development finance. António Guterres has consistently advocated for increased involvement of developing nations in global economic decision-making processes. He highlighted that current financial systems still mirror the economic and power dynamics established decades ago. Today, developing countries contribute a larger share to global output and trade, and South-South cooperation has seen significant growth.

    At the summit in Bishkek, leaders from SCO member states and representatives from various international and regional organizations convened. Kyrgyz President Sadyr Japarov presided over the September 1 meeting at the Yrys-Ordo Congress Hall in Bishkek. During the summit, 28 documents were adopted, including the Bishkek Declaration and amendments to the organization’s charter. An SCO Plus session also focused on the United Nations’ role in fostering a just international order.

    Artificial Intelligence Governance Becomes Part of Broader Reform Effort

    Artificial intelligence was integrated into the reform agenda discussed in Bishkek. Guterres stated that AI should serve all nations rather than benefit only a select few. He called for the implementation of effective safeguards and the development of more inclusive governance structures for the technology. Earlier in 2026, he proposed establishing a $3 billion Global Fund on AI Capacity Development to help developing countries build their capabilities and bridge access gaps to advanced technologies.

    The remarks made in Bishkek linked themes of financial reform, debt alleviation, development finance, and AI governance within a comprehensive multilateral framework. The Secretary-General emphasized the importance of institutions that better mirror today’s global economic landscape and empower developing nations. His proposals for financial reform align with ongoing international initiatives, such as those outlined in the Sevilla Commitment, which focus on addressing financing, debt issues, and restructuring the international financial system.
